Land is so expensive that there are almost no single-family dwellings in West Jerusalem. Instead, this is a city of apartments. A fetish with tradition obliges builders to clad everything with limestone. (The policy goes back to the British; the stonework is actually done by West Bank Palestinians.) Street layouts are contour-driven and more than a little confusing. Architects meanwhile evoke the old symbols of terraces, gables, and arches to escape the grim reality of one concrete block after another.
