And here's the upper half. This was an elite residential neighborhood until about 1900. Then it fell into steep decline until its touristic revival after 1990. At the far end, a temporary stage has been set up for Carnival, 2016.
What a change: twenty-odd years ago, Christina Lamb wrote that Pelourinho had become "a place of danger for everyone, its crumbling buildings and crime-infested alleys presenting the unsuspecting visitor with the equal likelihood of being knifed or hit by falling masonry. By 1991, the area was completely derelict, with 30 buildings collapsing each year." (Financial Times, September 29, 1993.)
