It's the city hall, the Hotel de Ville, and it was completed in 1882, a few years after the Palais Garnier. The site had been used by previous city halls since the 14th century, and the last one had been burned down in 1871, like the Tuileries. Again, the old walls had survived but in this case the building was rebuilt much as it had looked before the fire. The large open space in front of it is another Haussmann project.
