Behind Elphinstone College, there's another Gothic pile,this one built as the Presidential Secretariat. Inside, there's a plaque in the main entrance where the designer, Colonel Wilkins, is mentioned. So is Sir Bartle Frere, who was lucky enough to be governor of Bombay when civil war raged in the United States: international cotton prices went through the roof, and Bombay flourished.
